The Fédération de l'Aide & des Soins à Domicile (a partner of the Mutualité Chrétienne) supports, accompanies and brings together the nine Aide & Soins à Domicile (ASD) centres in Brussels, Wallonia and the Ostbelgien region. It facilitates their work and develops specialised services in nursing care and assistance with daily living.
These 9 centres employ 5,000 people in the care and support professions, or in administrative or supervisory roles. The beneficiaries of the ASD centres are people whose independence has been reduced by age, illness, accident or disability and who wish to continue living at home.
To meet the needs of the target population, FASD advocates an integrated, interdisciplinary approach to front-line work.
The Federation's aim is to support and develop the activities of its members, in order to provide the best possible response to the needs of people being cared for in their own homes.

Mission and responsibilities
The FASD HR Manager is the DSA's point of contact for all matters relating to personnel administration, human resources management and well-being at work. He/she anticipates and prepares for the consequences of changes in legislation and other developments that have an impact.
Thanks to his/her experience, he/she coordinates the DSAs' HR projects, provides support for the administrative management of personnel and contributes his/her expertise to the DSAs' HR departments.
He/she is also responsible for personnel management for the FASD team (25 people): personnel administration, recruitment and support for colleagues, and advising FASD management on personnel management.
He/she is not responsible for a team and reports to the Director of Support Services.
HR Reference Frameworks
- Monitor social legislation
- Informing DSAs of useful information for personnel management and administration: drafting notes, (in)training, etc.
- Keep the sectoral price lists and their ASD versions up to date and communicate them to the ASDs and the Social Secretariat
- Develop any useful HR management tools or resources (HR cycle) for DSAs
- Supporting (advising, equipping) DSAs to deal with HR issues: shortages, absenteeism, working conditions, innovation, legislative changes, etc.
Inter-ASD coordination and representation
- Coordinating and leading the HR referral group
- Coordinate and lead the group of ASD prevention advisors
- Maintaining ongoing contact with the social secretariat
- Maintaining a permanent relationship with the external prevention service
- Provide support to the ASD departments and FASD sectoral advisors in relation to the working conditions of ASD staff and, more broadly, the HR framework of departments
- Participating on behalf of FASD and ASD in working groups with public authorities and employers' federations on HR issues: Unipso, Unessa, Unisoc, etc.
Personnel administration (FASD)
- Managing employment contracts: drafting, renewal, amendments, termination
- Ensuring that personnel files and special requests are properly maintained, and managing personnel administration and payroll
- Monitor salary changes, indexation and benefits
- Follow-up with the social secretariat
Career management (FASD)
- Write and distribute job advertisements in collaboration with the line manager
- Supporting management in the recruitment process: sorting and selecting applications, preparing for interviews, responding to applicants, etc.
- Monitor career management: job profiles, performance reviews, training needs, management of appointments and contract terminations, etc.
Cross-disciplinary skills and knowledge
Shared interest
The senior HR manager is committed to the social purpose, values and missions of the FASD. He/she has knowledge of 1st line care and the home help and care profession and/or a marked interest in working in it. He/she understands the logic of federations and enjoys bringing people together around his/her work.

- Knowing how to calculate salaries and manage social declarations

Required training and experience
- Master's degree in human resources management or equivalent qualifications relevant to the job.
- At least 5 years' experience in a human resources department, preferably in the home care or service sector.
- Level 3 in-house prevention consultant training is an asset.
Working conditions
Place of work: Namur at the FASD headquarters (Créagora) with frequent travel to Wallonia and Brussels.
Working hours: full-time (38 hours/week) - Permanent contract (CDI)
